These positions will support the planning, analyses, and design of river and floodplain management projects and programs. These efforts will include conducting field investigations and assessments of river conditions and flood facilities; gathering engineering data and related information necessary to prepare scopes of work; developing conceptual and final designs, providing support to construction management and inspection; identifying flood damages, maintenance, or repair needs to river facilities as part of post-flood documentation; and contributing to flood warning, emergency and disaster response activities.

Provides information, assistance and permits to individuals, property owners, communities, and agencies on issues relating to the watershed, coastal management, flood plain development, habitat protection and the tax credit program along identified rivers within the borough.

Receives and processes applications for floodplain, habitat protection area, tax credit and other necessary activities.

Prepares staff reports, maps and advertisements for public hearings and makes presentations to the planning commission.

Writes grants and administers contracts, manages projects and related activities for the Donald E. Gilman River Center.

Floodplain Specialist: GS-11 (multiple positions) 

Multiple positions available under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program.  Positions will be 100% travel, deploying to national incidents. 

  • Are you a CFM? Indicate this on your resume/application – FHP Cadre has indicated a strong preference for CFMs.

  • Review and implement Executive Orders 11988: Floodplains and 11990: Wetlands (though the 8-step review process); all applicable environmental and historic preservation laws, regulations, additional executive orders, and policy for FEMA funded activities.

  • Prepares National Environmental Policy Act (NEPA) documents based on the applicable level of review.

  • Serves as a technical specialist on floodplains and wetlands, providing advice and assistance to FEMA program staff, state emergency management staff, Tribal, state, local governments, and eligible private non-profit groups.
